This is a Guna healing doll, also known as a Nuchu. 

Nuchus are traditionally carved from balsa wood by the Guna people, who lived predominantly on the San Blas Islands off the Atlantic coast of Panama.

These wooded dolls play a significant role in the Guna culture, serving to heal the sick and ward off malevolent spirits.
